Based on Montenegro’s economic policy, strategic priorities, and fiscal responsibility criteria, the Fiscal Strategy presents the goals of fiscal policy, measures and activities to achieve those goals, and macroeconomic and fiscal projections for the period until 2027.

The draft Fiscal Strategy outlines higher salaries for all employees in Montenegro, with an average salary of €1,000, a minimum wage averaging €700, pension increases of seven to eight percent starting next year, revenue adjustments from contributions covered by general budget revenues and new tax policy measures, efforts to reduce the shadow economy, while the standard VAT rate will remain at its current level of 21 percent.
