High-quality tourist facilities are planned at the Lučica location in Petrovac, which is why the decision was made to create a Local Study of the Lučica location. By creating a planning document, it is necessary to foresee the construction of an open-type tourist settlement that will be lived in throughout the year, and by no means a closed resort. Also, it is not desirable to build hotels in large dimensions, but rather buildings that will be integrated into the entire landscape of the future settlement.

As explained, the main goal of the document is to provide the conditions for the development of tourism in this area, while respecting the principles of protection and use of space. The character of the future spatial unit needs to be built on the identity that the bay of Lučice has within the Petrovac unit, it was stated.

Therefore, in that spirit, this area should be viewed as a tourist settlement with an open character that lives throughout the year, and not as a separate closed tourist resort – the Government pointed out.
The plan is to ensure the functionality of the location as well as its valid integration into the exclusive tourist content of the wider area.

LSL is being done for an area whose approximate coverage is approximately 25.2 hectares. The document explains that this area belongs to tourist zones within areas of special natural importance (D2) that are protected by planning measures in further detailed planning documentation or that are located in prominent positions in the field.

The main goal that needs to be achieved is the provision of conditions for the development of high-class tourism in this area, while respecting the principles of protection and use of space – it was stated.
The document states that through the preparation of the LSL it is necessary to plan high-quality tourist facilities, taking into account the special landscape character and attractiveness of the area, as well as its immediate surroundings, for which a functional network of all infrastructure facilities for servicing the planned tourist facilities must first of all be provided.

The character of the future spatial unit of the Lučica bay needs to be built on the identity that it already has within the Petrovac unit, and in that spirit the area should be viewed as a tourist settlement with an open character, a small morphology with public facilities and spaces, as a settlement that lives throughout the year. and not as an isolated tourist risotto with a closed character – it was clarified.

The spatial planning guidelines state, among other things, that the future tourist settlement needs to be organized as a set of groups with their mutually compatible character, offer and specifics. It should enable year-round attractiveness and openness, so it is necessary to devise a mixture of suitable uses with a special accent on areas of public character. Also, future tourist facilities need to be diversified according to the natural characteristics of the location – the document states.

It is also indicated to avoid large-scale hotel structures that would detract from the overall urban image of the future settlement. It is necessary to provide common free areas in the form of park zones or recreation zones, possibly within the hotel or other commercial content.

When preparing the LSL, the possible expansion of traffic corridors should be considered. Also, a necessary precondition for the planning of the area within the scope of LSL Lučica is the construction of a traffic solution that will enable the construction of a new access road with accompanying infrastructure networks to this location – it was indicated.

The architectural identity of the settlement needs to be built through a contemporary interpretation of traditional architecture along with certain thematic zones that can be planned as traditional settlements – Mediterranean villages.

The document states that when planning the space, the backbone of the terrain should be the definition of the basic matrix of the future traffic solution for the location and the establishment of a traffic connection with contiguous zones, primarily the Petrovac settlement. An integral part of the traffic concept should be, along with the planning of the access road to Lučice from the direction of the entrance to Petrovac, a network of pedestrian and bicycle communications, which, in addition to the tourist settlement, should integrate the surrounding natural landscape, as well as the settlements of Petrovac and Buljarica.

Mladen Krekić was appointed as the manager of LSL preparation, and the remuneration for the manager and the expert team was determined in the total amount of EUR 10,000.
