Companies selected to design intersection of Bar-Boljare and Adriatic-Ionian highways

The conceptual design of the intersection of the Bar-Boljare highway with the Adriatic-Ionian highway and the expressway will be carried out by companies DB Engineering from Belgrade, MHM-Projekt from Novi Sad, and subcontractor Geoprojekt from Podgorica, after they submitted the most favorable bid in the tender announced by Monteput at the end of last year.

Officials from the state-owned company Monteput officially told Vijesti that the conclusion of this contract is underway. The tender for the intersection was announced on December 27, 2023, and lasted until February 9 this year, and according to data from the Montenegrin electronic public procurement system (CeJN), the most favorable bid amounts to 149,500 euros without VAT.

“After the deadline for appeal expired, the procedure for concluding the contract was initiated, so when the document is signed, it will be made available to the public on CeJN. The importance of the tender is exceptional because its announcement aims to define the unique corridors of the main traffic routes, thereby improving the traffic infrastructure as the foundation of the country’s economic development. The project is very important for Montenegro, as it represents a crucial step towards modernizing and integrating the traffic network as part of the planned European corridors,” they emphasized from Monteput.

They also added that they had been preparing the tender and project task for a longer period, and that they had received bids from the Podgorica-based company Put-inženjering and subcontractor Mi, as well as the company Viamont from Kolašin and subcontractor Geotehnika from Bijelo Polje. They explained that these companies were excluded from the procedure in accordance with Article 108, paragraph 1, point 5, of the Law on Public Procurement (ZJN).

“The contracting authority shall exclude the economic operator from the public procurement procedure if it finds that it has not submitted a declaration of the economic operator or the submitted declaration does not contain the information and data requested by the tender documentation or is improperly drawn up,” the ZJN article states.

Regarding the tender for the conceptual design of crossing the Boka Kotorska Bay, which Monteput announced on February 7 and which is worth 150,000 euros excluding VAT, they stated that they cannot provide information about the procedure until the decision is made, except for those published on CeJN. This expressway will run from the border with Croatia through the hinterland of Herceg Novi and the Boka Kotorska Bay to Budva. The start of the expressway is in the Debeli Brijeg area, then through the hinterland of Herceg Novi, it comes to Tivat or Kotor, and connects to the section whose corridor is unique from the Bratešić zone to Budva.
