A larger area for sports is provided by the state study of the location “Part of sector 66 – existing hotel group and module I” on the Velika beach in Ulcinj.
– The planned zone for sports and recreation is located in the north of the scope of the planning document. It is planned as a sports and recreation zone, the contents of which include the possibility of organizing tennis and other sports fields, trim tracks, amusement and aqua parks, and other areas for entertainment and recreation with a total area of 7.42 hectares – 74,200 square meters – the Ministry of Spatial Planning stated. planning.
As they explained, on the areas defined for sports and recreation, complexes and facilities for outdoor and indoor sports can be planned, such as: stadiums for football, athletics sports halls for handball, basketball, volleyball… sports fields outdoors, swimming pools and swimming pools, arranged and built swimming pools, trim tracks and “health tracks”, bike and horse riding tracks, accompanying facilities that are used for sports and recreation (changing rooms, toilets, showers, checkpoints.
– Catering facilities, facilities and contents of business, commercial and service activities, parking lots and garages for the accommodation of vehicles of visitors, spectators and users of sports fields and facilities can be planned on these areas. In the catchment area of DSL Velika plaža (Sector 66), a location for the construction of a sports hall – a covered public sports facility, and associated outdoor sports fields – is provided by the Ministry.

The spatial plan for the coastal area states that Montenegro occupies the position of one of the most interesting diving destinations in the Mediterranean and is counted among the five leading marine destinations for free activities at sea.
That is why the plan lists as priorities the profiling of several “top” diving locations that would have an offer adapted to the needs of these guests.
They also recommend the development of competitions and manifestations, primarily of an international character, the establishment of minimum standards of equipment and safety for diving, kayaking/canoeing and similar centers.
They also propose to regulate the ways and conditions of providing services in diving tourism, the establishment of a professionally managed state association of adventure/sports tourism with different sections, with the functions of market research, information, education, lobbying, networking, partnership with sports associations, membership in international organizations.
