Government allocates funds for Tivat Airport expansion: Property expropriation underway

The government has directed the Ministry of Transport and Maritime Affairs to ensure funds are allocated to a designated account within the Ministry of Finance for the expropriation of properties outlined in the location study for the second-phase expansion of Tivat Airport.

Unofficial reports from “Vijesti” suggest that, considering expert assessments in ongoing legal disputes, the state could be faced with a bill of at least €50 million, or €109 per square meter, for the properties in question.

Last week, the government approved an “Information on the Expropriation Procedure of Real Estate in the Scope of Phase II of Tivat Airport.” This document highlights the need to resolve property issues related to the expansion and modernization of Tivat Airport to facilitate their transfer to state ownership, potentially for concession to future operators. The affected area comprises 143 parcels covering over 50 hectares, but the exact budget required for expropriation remains unspecified.

The boundaries of the concession area at Tivat Airport are based on planning documentation outlining the investment program’s phases. The first phase, covering 84.7 hectares, has largely resolved property issues, with the state acquiring a significant portion. However, disputes remain over properties previously owned by the Municipality of Tivat, amounting to significant financial losses. Despite past actions, successive governments have failed to rectify this issue.

Now, the government aims to extend its acquisition to private properties surrounding the airport, which could incur substantial costs, estimated conservatively at €50 million.

Public interest in these properties has already been declared, but further legal steps are needed to formalize the expropriation process. The Ministry of Transport proposes a separate decision to determine public interest for the expropriation of these properties.
