Monteput issues tender for design of Bar–Boljare highway section from Smokovac to Tološi

Monteput has announced a public tender for the design of the Bar–Boljare highway section from Smokovac to Tološi, spanning approximately 10 kilometers. This project marks a significant step in enhancing Montenegro’s transportation infrastructure, particularly as it aims to alleviate city traffic through the planned bypass around Podgorica. The tender is valued at €826,446.28 excluding VAT, or one million euros including VAT.

The project involves creating technical documentation that includes a full profile of the highway with a designed speed of 100 km/h.

The planned section will feature two interchanges: Smokovac, which connects the Podgorica–Kolašin main road with the existing Smokovac–Mateševo section, and Tološi, which links to the Podgorica–Nikšić main road. Additionally, rest areas and gas stations are planned near Velje Brdo.

The project must pay special attention to environmental protection, including the preservation of the Magara cave. The designer is required to provide solutions that cover all necessary work for the complete functionality and integrity of this highway section and ensure compatibility with solutions and systems implemented on the Smokovac–Mateševo section, said Monteput.

This section is part of 18 planned highway and expressway sections in Montenegro, defined by the government through five development corridors: Bar–Boljare highway; Adriatic–Ionian highway; an expressway along the Montenegrin coast; an expressway from Bijelo Polje to Pljevlja to the Bosnia and Herzegovina border; and an expressway from Podgorica to Nikšić to Žabljak to Pljevlja.

The realization of these projects will enhance safety, comfort, and speed of travel, significantly reducing travel times, concluded Monteput.

According to a Monday announcement from Monteput, the construction of this highway section from Smokovac to Tološi will cost between €180 million and €200 million, with the road expected to be completed by 2029. Director Milan Ljiljanić stated that this section will start from the Smokovac interchange, connect to the existing Smokovac–Mateševo section, and continue through Rogami, Vranići, and Tološi to the Podgorica–Danilovgrad Boulevard.

€830,000 plus VAT has been allocated for the design of the project, with a 10-month deadline for completion.

  • Once the design project is defined, expropriation procedures will begin, followed by a tender for construction work, which is expected to be issued by the end of next year. Construction could start in 2026, Ljiljanić said.

The construction of this section is expected to take three years, with completion anticipated in 2029, coinciding with the expected completion of the Mateševo to Andrijevica section.
