Monteput issues tender for Adriatic-Ionian Highway concept design

Monteput has issued a tender for the development of a conceptual design for the Bar – Ulcinj – Sukobin section of the Adriatic-Ionian Highway.

According to Monteput, this 42-kilometer project is vital for enhancing transportation infrastructure and linking southern Montenegro with Albania. It is expected to significantly contribute to regional economic and tourism development.

“The aim of this technical documentation is to thoroughly examine various design options and establish the optimal corridor for the Adriatic-Ionian Highway from the southern portal of the Sozina Tunnel, through Bar and Ulcinj, to the border with Albania at Sukobin,” the announcement states.

The conceptual design will determine the best route, set the stage for future project phases, and establish the conditions needed for constructing the highway.

“This project is designed not only to improve transportation connectivity but also to capitalize on tourism potential and enhance regional cooperation,” Monteput officials said.

The section begins at the southern portal of the Sozina Tunnel and ends at the Sukobin border crossing.

“Six interchanges are planned along the route: at the southern portal of the Sozina Tunnel, in Bar, Stari Bar, Pečurice, Vladimir, and the Sukobin border crossing,” Monteput added.

The route will feature a design speed of 100 kilometers per hour, with four lanes each 3.50 meters wide and two emergency lanes each 2.5 meters wide.

“The designer must provide at least two alternative route options, including an analysis of tunnel, bridge, interchange, and other infrastructure, as well as cost estimates for construction and maintenance,” Monteput stated.

Special focus will be placed on preserving ecological and cultural resources, protecting urban and rural areas, religious and archaeological sites, and natural resources such as water sources and vineyards.

“The conceptual design must adhere to legal regulations, technical standards, and guidelines in Montenegro,” Monteput emphasized, noting that TEM standards and best practices are the primary references for designing the highway.

Monteput also reminded that the new Spatial Plan of Montenegro until 2040 is being developed, which will define aligned corridors for major transportation routes, including highways and express roads.

“This conceptual design will be foundational for determining the exact route of the Adriatic-Ionian Highway on this section and for making final decisions regarding the road’s classification and profile in the proposed Spatial Plan of Montenegro until 2040,” Monteput concluded.
