Montenegro’s projected borrowing needs total €3 billion over next three years

Boris Mugoša, a member of the Social Democrats (SD), outlined the projected borrowing requirements for Montenegro over the next three years, estimating them at approximately three billion euros.

According to Mugoša, the Fiscal Strategy indicates that for 2025, there will be a funding gap of around 1.1 billion euros, with planned borrowing of 900 million euros. For 2026, the shortfall is projected to be about 614 million euros, while the intended borrowing is 730 million euros. For 2027, the deficit is estimated at 1.247 billion euros, with planned borrowing of 1.1 billion euros.

Mugoša expressed concern over the continuous increase in non-productive and mandatory spending, highlighting a lack of cost optimization. He criticized the reliance on uncertain projections of rising expenditure, which he attributes to administrative measures rather than substantial structural reforms aimed at diversifying and enhancing the productivity and competitiveness of Montenegro’s economy.
