The Montenegrin Electricity Distribution System (CEDIS) has successfully secured 80,000 new meters, overcoming various challenges in procurement procedures, bidder appeals, and legal delays by the State Commission for the Protection of Rights in Public Procurement Procedures.
By the end of this year, CEDIS expects to receive approximately 80,000 new measurement devices, following the completion of tender processes.
In early March, through the tender for “Measurement Equipment for System Improvement – Part 2 – Meters for Specific Measurement Points,” dated May 6, 2022, CEDIS procured 7,000 meters. Additionally, the tender for “Meters and Measurement Equipment for Maintaining Measurement Points in the Existing AMM System,” dated December 29, 2022, was finalized, with a further 15,000 meters expected to be delivered in the fall. Moreover, another 8,000 meters have been supplied based on the tender for “Procurement of Measurement Equipment for the Needs of the Measurement Sector,” dated December 27, 2022.
“To ensure transparent and accurate public communication, we highlight that the Commission for the Protection of Rights in Public Procurement Procedures issued rulings on May 6, 2022, for the procurement of goods – Measurement Equipment for System Improvement – Part 1 – G3 PLC Meters and Equipment, and for the procurement of goods – Measurement Equipment for New Consumers, Producers, and TS. The complaints from the consortium of Infinity ITSS and Energy Podgorica – Prointer ITSS Banja Luka – a member of the Infinity International Group, were rejected as completely unfounded. With the conclusion of these two contracts, CEDIS will receive over 50,000 new meters,” the statement said.
CEDIS, as the contracting entity, adhered to the authority of the second-instance body and refrained from presenting facts significant to the public procurement processes, despite misleading media reports throughout the appeal procedures.
In previous communications, CEO Vladimir Ivanović emphasized that the implementation of tender procedures had experienced delays, but upon their completion, the company will possess over 80,000 meters.
“The tender procedures for the procurement of meters have been surrounded by numerous controversies, even from earlier periods. However, the most critical aspect is that the technical specification for the meters was created without any complaints, except for the procurement of goods – Measurement Equipment for System Improvement – Part 1 – G3 PLC Meters and Equipment, and for the procurement of goods – Measurement Equipment for New Consumers, Producers, and TS, where the Commission ruled in favor of CEDIS. All meters are being procured from the companies Somborelektro and Mezon,” stated Ivanović.
Since 2021, CEDIS has initiated seven open tender procedures for the procurement of measurement equipment. With the agreed deliveries, CEDIS will obtain measurement equipment valued at over 12 million EUR.
