Chinese Ambassador to Montenegro, Fan Kun, emphasized in his article titled “China Deepens Reforms and Shares Development Opportunities with the World” that China is committed to continuing its reforms and opening up to new opportunities for cooperation with Montenegro. He highlighted the strong traditional friendship between the two nations and the vast potential for collaboration across various sectors.
“Looking ahead, China will persist in deepening reforms and expanding its openness, creating new avenues for cooperation with Montenegro. The friendship between China and Montenegro should be sustained over time and space, fostering broad collaboration that will bring numerous benefits to both our peoples,” stated Fan.
Recently, the third plenary session of the 20th Central Committee of the Communist Party of China took place in Beijing, which, according to Fan, will create further development opportunities for the world.
“During the session, the need to enhance mechanisms for promoting the high-quality joint construction of the Belt and Road Initiative was underscored. The Chinese have always believed that a prosperous world is essential for China’s prosperity, and China’s success contributes to a better world,” Fan remarked.
Last year marked the tenth anniversary of President Xi Jinping’s proposal for the Belt and Road Initiative. To date, China has signed over 200 cooperation agreements under this initiative with more than 150 countries and over 30 international organizations worldwide.
“Among the many significant projects under this initiative is the priority section of the Bar-Boljare highway, where a Chinese company served as the main contractor. According to Monteput’s data, since its opening in July 2022, over 5.3 million vehicles have safely traversed this section, equivalent to every Montenegrin citizen using it about eight times. This project has indeed brought substantial benefits to the people of Montenegro,” Fan noted.
The Belt and Road Initiative, while originating in China, offers opportunities and results that benefit the entire world. Any interested country is welcome to join, collaborate, and share in its benefits.
The session also saw the approval of the Central Committee of the Communist Party of China’s Decision on further comprehensive deepening of reforms and promoting modernization in the Chinese style. In this decision, the word “reform” appears 145 times, and “opening” 35 times, signaling China’s strong commitment to deepening reforms and expanding high-level openness, bringing even more development opportunities globally.
A comprehensive plan for deepening reforms was developed during the plenary session.
“The Decision introduced more than 300 significant reform measures, emphasizing the leading role of economic system reform,” Fan added.
The session also proposed enhancing the systems and mechanisms for developing new production capacities tailored to local conditions and improving the integration of the real economy with the digital economy.
In recent years, China’s capabilities in scientific and technological innovation have significantly improved, moving from 34th place in 2012 to 12th place last year in the Global Innovation Index.
“Emerging strategic industries are flourishing, with their production value exceeding 13% of the gross domestic product (GDP) last year, up from 7.6% in 2014. In the first half of this year, China’s installed capacity for new energy production surpassed coal energy capacity, and significant progress has been made in greening production and electricity supply,” Fan highlighted.
Looking to the future, China will continue to advance the deep integration of digital technologies such as artificial intelligence, big data, cloud computing, and 5G with traditional industries, providing new momentum for global economic growth through high-quality development.
“The plenary session signaled the continuation of high-level openness. It emphasized the need to build a new, higher-level open economic system,” Fan said.
In the first half of this year, China’s total import and export value reached 21.17 trillion yuan, or approximately 3 trillion USD, a 6.1% increase compared to the previous year. Foreign investment totaled nearly 500 billion yuan, or around 70 billion USD, remaining at a peak level over the past decade. Additionally, 26.87 thousand new companies with foreign investments were established, a 14.2% increase over the same period last year.
“These figures reflect the international community’s recognition of China’s business environment and confidence in China’s development prospects. China’s doors to the world will not close but will continue to open wider,” Fan asserted.
In the future, China will continue to expand institutional openness, align with international high standards of economic and trade rules, and further ease market access.
“In an era where economic globalization faces challenges, China’s open approach will provide additional security to the world,” Fan concluded.
