Winter tourist season opens despite limited snow and infrastructure challenges

Montenegro’s winter tourist season has officially begun, though early indicators suggest a challenging start due to scarce snowfall and incomplete ski infrastructure. Resorts such as Kolašin 1600 opened their doors with optimism, but hoteliers and tour operators are bracing for fluctuations in booking numbers until weather conditions stabilise.

Tourism officials argue that Montenegro’s winter product is maturing, with improved accommodation capacity, better road links, and growing interest from regional markets. Yet the sector remains vulnerable to climate variability, and early-season warm spells often delay ski operations, impacting revenues. The absence of consistent snow cover reduces the attractiveness of ski packages and complicates logistical planning for operators.

Despite these constraints, the opening still marks an important economic moment, particularly for northern municipalities where winter tourism provides seasonal employment. Restaurants, rental services, training schools, and hospitality businesses depend heavily on predictable winter flows. Tourism analysts stress that Montenegro must accelerate investments in artificial snow systems, diversified winter activities, and sustainable transport access. Climate trends suggest that natural snow reliability will continue to decline, and destinations that adapt fastest will capture larger segments of the regional market.
