Transport investment turns toward digital traffic management

Montenegro and the European Bank for Reconstruction and Development signed a €30mn sovereign loan during the week for the deployment of intelligent transport systems across the national road network. The project will provide real-time traffic information, improve incident and traffic management, strengthen cybersecurity and support the climate resilience of transport infrastructure. 

The investment is smaller than Montenegro’s motorway and expressway programme, but it addresses a persistent weakness in network operation. Seasonal congestion, limited alternative routes, road-safety risks and weather-related disruption impose direct costs on tourism, logistics and construction. Digital traffic management can increase the effective capacity of existing roads before larger civil-engineering projects are completed.

The project also brings sovereign-debt exposure. Returns will therefore be measured primarily through reduced accidents, more predictable journey times and lower disruption costs rather than direct project revenue. Procurement quality, systems integration, data ownership and long-term maintenance will be as important as the acquisition of roadside and control-centre equipment.

A second infrastructure contract was signed in Tivat for the expansion of the sewerage network, replacement of a distribution pipeline in Donja Lastva and reconstruction of the main sewer collector through Donja Lastva and Seljanovo. The mandatory works awarded to MPP Jedinstvo are valued at €9.4mn.

The project has a direct tourism and property-market dimension. Water and wastewater capacity in the Bay of Kotor increasingly determines whether new hotels, residential developments and mixed-use projects can obtain approvals and operate without adding environmental pressure to the coastline.
