Montenegro’s May tourism data show a strong pre-season rebound. In collective accommodation, tourist arrivals reached 169,877, while overnight stays totalled 506,256. Compared with April, arrivals rose by 57.4% and overnight stays by 81.5%. For hotels, coastal municipalities, restaurants, transport operators and local budgets, this is a clear sign that the tourism engine is switching on.
But the cumulative picture is more cautious. For January-May 2026, tourist arrivals stood at 97.8 compared with the same period of 2025, while overnight stays were at 97.3. Montenegro is therefore entering the main summer season with improving monthly momentum, but still slightly below last year on a five-month basis.
This distinction matters because tourism is not only a sector in Montenegro. It affects retail, construction, food imports, employment, municipal revenues, transport, banking and real estate. A strong May improves confidence, but the decisive period remains June to September. The country’s annual tourism result will be shaped by peak-season occupancy, air routes, regional demand, hotel pricing, weather, service quality and the strength of higher-spending markets.
The composition of tourists is also becoming more important than raw numbers. Montenegro needs nights, but it also needs higher spending per night, longer stays outside the peak season and stronger links between tourism and domestic suppliers. A season with high arrivals but weak margins is less valuable than a season with balanced occupancy, stable pricing and higher local procurement.
The May rebound is therefore encouraging, but not enough on its own. The real test is whether Montenegro can convert the summer flow into stronger revenue, better regional distribution and a longer season. Tourism is recovering, but the data show that the 2026 story is still being written.
