The construction of solar power plants in the area of Ulcinj requires the clearing of vegetation, which is in direct conflict with the protected area of the Solana Nature Park and the area of importance for the protection of the EMERALD area (Bojana River, Šasko Lake, Knete), and it is also necessary to review the justification of planning a golf course on the site Briska gora due to a series of negative effects on the environment. This was stated by the Planning Document Revision Council in the report on the Draft of Amendments and Supplements to the Spatial-Urban Planning Plan of the Municipality of Ulcinj, on which it gave a negative opinion.
The members of that body believe that the phase of hydrotechnical infrastructure can be submitted to a further procedure, while the investor – the Ministry of Spatial Planning, Urbanism and State Property was suggested not to accept the draft in the part of the power industry, but to return it to the processor for addition.
The draft of this document is unacceptable for the Council and for the field of forestry. In that part, it was stated that the Spatial Plan of Special Purpose Areas for the Coastal Area (PPPPNOP) has marked valuable forests where no tourist facilities can be built, stating that these are Borova Šuma, Cape Mavrijan and part of Vladimir. It is stated that the area for the construction of the solar power plant is larger than provided for in that document, and that it is necessary to additionally consider the justification of removing the forest size in the area that the draft plan foresees.
– Considering that even in earlier elaborations for certain locations (Pinješ – Borova šuma), the ministry responsible for forestry clearly determined in its opinion that the conversion would be contrary to the PPPPNOP, as an umbrella planning document for this area, it can be stated that the draft plan, when it comes to the field of forestry, it is not acceptable – the report states.
In the plan for the landscape architecture phase, it is stated that for the construction of solar power plants of 109.64, 925.29 and 0.94 hectares, three spatial entities are planned – Vladimir, Briska gora and the urban environment (on the plots of public services). The auditors of the draft document state that the construction of solar power plants requires the clearing of vegetation, which is in direct conflict with the protected area (Solana Nature Park) and the area of importance for the protection of the EMERALD area (Bojana River, Šasko Lake, Knete), an area of importance for birds.
