The construction of the Bar–Boljare motorway represents one of the most ambitious infrastructure projects undertaken by Montenegro since independence. Designed to connect the Adriatic Port of Bar with the Serbian border and eventually with inland transport corridors extending into Central Europe, the motorway aims to transform Montenegro into a key logistics link between maritime and continental trade routes.
The strategic significance of the corridor lies in its potential to integrate Montenegro’s port infrastructure with regional transport networks. The Port of Bar already serves as a gateway for cargo shipments entering the Western Balkans, but improved road connectivity could significantly increase its capacity to handle international trade flows.
However, the motorway project has also generated debates regarding financing and fiscal sustainability. Large infrastructure investments require significant public borrowing, and ensuring that such projects generate sufficient economic returns remains an important consideration for policymakers.
If the corridor succeeds in strengthening regional logistics networks, it could stimulate trade, encourage industrial development and diversify Montenegro’s economy beyond tourism.
