Montenegro’s luxury tourism sector may soon witness the revival of one of the Adriatic’s most intriguing development sites as negotiations advance over the future of Sveti Marko Island in Tivat. Municipal authorities have confirmed that discussions with a new international investor are progressing toward completion, potentially opening the door to a project capable of reshaping the tourism landscape of Boka Bay.

Located between Porto Montenegro and Luštica Bay, Sveti Marko occupies one of the most strategically positioned pieces of undeveloped coastal real estate in the Mediterranean. Covering approximately 34 hectares and surrounded by crystal-clear waters, the island has long been viewed as a prime candidate for a high-end tourism development but has remained largely dormant despite several previous investment initiatives.

The renewed investor interest comes at a time when Tivat continues to strengthen its reputation as Montenegro’s leading luxury tourism destination. Over the past decade, the municipality has transformed from a former naval base into one of the Adriatic’s most recognizable premium tourism hubs. Developments such as Porto Montenegro and Luštica Bay have attracted billions of euros in investment, brought internationally recognised hospitality brands to the market and significantly altered the structure of local tourism demand.

Local officials indicate that negotiations regarding Sveti Marko are being conducted with an international investment group and that discussions have reached an advanced stage. While specific details remain confidential, authorities have suggested that any future development must align with environmental protection requirements, sustainable construction principles and the preservation of the island’s natural characteristics.

The project arrives amid a broader wave of investment activity across Tivat’s hospitality sector. Several international hotel operators are expanding their presence in the municipality as global luxury brands increasingly view Montenegro as an emerging Mediterranean destination capable of attracting affluent visitors from Europe, the Middle East and North America.

The redevelopment of Hotel Tivat represents one example of this trend. International hotel management agreements are expected to introduce globally recognised standards while supporting year-round tourism activity. At the same time, discussions surrounding additional luxury hospitality projects in the Plavi Horizonti area and other coastal locations demonstrate growing investor confidence in Montenegro’s premium tourism segment.

For investors, the importance of Sveti Marko extends beyond the construction of a single resort. The island represents one of the few remaining large-scale coastal development opportunities available within the Bay of Kotor region. Its location offers direct access to the luxury marina ecosystem that has developed around Porto Montenegro while benefiting from proximity to Tivat Airport and the broader tourism infrastructure of the Montenegrin coast.

The timing is particularly significant. Montenegro’s tourism model is increasingly shifting away from volume-driven seasonal tourism toward higher-spending visitors seeking luxury accommodation, marina facilities, branded residences, wellness experiences and exclusive hospitality products. This transition has become a central component of the country’s long-term tourism strategy and a major source of foreign direct investment.

Recent investment patterns indicate that international capital continues to target assets capable of supporting premium positioning. Luxury residential developments, branded hotels and mixed-use tourism projects have generated some of the largest investment commitments in Montenegro over the past decade, creating substantial multiplier effects across construction, real estate, hospitality and service industries.

The potential redevelopment of Sveti Marko could therefore become more than a tourism project. It could serve as another milestone in the evolution of Tivat into a regional luxury destination comparable to established Mediterranean resort markets. Such a development would strengthen the municipality’s attractiveness for international investors while further integrating Montenegro into global luxury tourism networks.

As negotiations approach their conclusion, attention is increasingly focused on the identity of the future investor and the scale of the proposed project. Market participants view the outcome as a key indicator of international confidence in Montenegro’s tourism sector and its ability to continue attracting large-scale foreign investment despite growing competition among Mediterranean destinations.

The next chapter of Sveti Marko’s development story may ultimately determine whether one of the Adriatic’s most valuable undeveloped islands becomes the newest flagship asset in Montenegro’s expanding luxury tourism portfolio.
