Incheon International Airport Corporation (IIAC) has submitted a notable concession bid for Montenegro’s airports in Podgorica and Tivat, positioning the country as a future regional hub for tourism, logistics, and air transport. The offer goes beyond financial terms, emphasizing strategic partnership between South Korea and Montenegro.

Key highlights of the proposal include:

  • €100 million upfront concession fee
  • 35% annual revenue share
  • €132 million in initial investments

IIAC’s plan proposes rapid improvements and long-term infrastructure upgrades. Podgorica Airport would see a new terminal and expanded facilities, while Tivat Airport would develop in phases, considering seasonal demand and environmental constraints. Both would reflect Montenegrin identity and meet international efficiency standards.

One innovative feature is the creation of a “Sea & Air” logistics hub linking Podgorica Airport and the Port of Bar, enabling goods to transfer from ship to plane in under two hours — potentially positioning Montenegro as a key player in regional trade and e-commerce.

The proposal also emphasizes local workforce training and knowledge transfer, ensuring Montenegro builds sustainable capacity in airport management. IIAC, recognized by ICAO as a Regional Center of Excellence for training since 2014, offers credibility and proven expertise.

This strategic partnership presents Montenegro with a unique opportunity to elevate its infrastructure and global competitiveness in multiple sectors.
