Serbia, Turkey and the US lead foreign capital inflows into Montenegro

Montenegro’s foreign investment flows during the first four months of 2026 were led by three countries: Serbia, Turkey and the United States.

Investors from Serbia accounted for €51.4 million, followed by Turkey with €35.3 million and the United States with €20.2 million. Together, the three represented 38.6% of total FDI inflows during the period.

The figures provide an important indication of how geographically diversified Montenegro’s investment relationships have become.

Serbia’s leading position reflects the significance of regional economic links. Turkey has also become an increasingly visible source of business and investment activity across the Western Balkans. US-origin inflows add a significant non-European component to the mix.

However, the Ministry of Finance report does not provide a sector-by-sector breakdown for each country. It therefore cannot establish how much Serbian, Turkish or US capital went into property, corporate equity, banking or intercompany financing.

That distinction matters because the development impact of foreign investment depends heavily on where the capital is deployed.

The geographical data nevertheless show that Montenegro’s investment appeal extends beyond the European Union. For a small economy, maintaining a broad range of investor markets can reduce dependence on economic cycles or investment sentiment in any single country.

The more important policy objective is now to translate that geographical diversity into sectoral diversity.

If capital from Serbia, Turkey, the US and other markets increasingly moves toward energy, tourism infrastructure, financial services, technology, industry and other operating businesses, Montenegro could gain a more balanced investment structure.

For the moment, the country has a diversified investor map but remains much less diversified in the type of foreign investment it attracts.
