The Ministry of Energy and Mining launched a concession tender for the Možura–Orlovo technical-construction stone deposit in the municipality of Bar. Offers are due by 16 July 2026, with estimated reserves of approximately 1mn cubic metres and a concession period of up to 30 years. The minimum required production is 20,000 cubic metres of hard rock annually, equivalent to roughly 30,000 cubic metres of processed aggregate.
The estimated production value is approximately €15.05mn, or an average of €519,000 annually, while the minimum total concession fee is about €1.05mn, equivalent to approximately €36,330 annually. Demand is expected to come from residential development, tourism facilities and infrastructure construction in the Bar–Ulcinj corridor.
The tender shows that Montenegro’s construction cycle is creating demand for domestic aggregate and reducing the rationale for long-distance material transport. Yet the parallel dispute over the proposed Skrbuša quarry in Kolašindemonstrates that geological reserves do not automatically become bankable production assets.
Kolašin municipality requested that the state suspend the Skrbuša tender, which concerns estimated reserves of around 2mn cubic metres and a potential 30-year concession. The Ministry argues that the material is strategically important for the next motorway section and other capital projects, while municipal representatives and residents have raised environmental, planning and local-development objections.
The emerging risk is a mismatch between national infrastructure requirements and local consent. Quarry investors will require more than an extraction licence: access roads, noise and dust controls, water management, rehabilitation security, community engagement and compatibility with tourism and protected-area objectives are becoming central components of investment viability.
