Investor QD Hotel and Property Investment Montenegro has announced plans to develop a luxury tourism complex at Plavi Horizonti in the Pržno Bay, Tivat. The planned resort will span five urban plots and include a main hotel with associated facilities, 168 accommodation units, and 78 units in annexes (dependances). Additional amenities will include a main entrance gate, beach restaurant, beach club, sports and tennis courts, pools, and a playroom. The total investment is expected to reach €270 million.
The project is moving forward with a request for an Environmental Impact Assessment submitted to the Agency for Environmental Protection.
Historical background
The project traces back to 2010, when the Qatari Diar Investment Fund acquired over 270,000 m² of land on the former Plavi Horizonti hotel site to develop a new resort. Over €80 million has already been invested, though progress stalled for years due to property disputes and legal challenges.
Plavi Horizonti beach, the largest and most significant in Tivat, is 300 meters long and protected as a natural monument. The previous hotel complex, including a hotel, auto-camp, sports facilities, beach restaurant, and park areas, was demolished to make way for the new development. The resort will cover approximately 15.5 hectares.
Resort design and facilities
Urban and technical permits were issued in 2015 and later updated. The resort is designed as a mixed-use development with:
- Main hotel (AA) with dependance CE – 5-star rating, hotel rooms, and suites.
- Dependances CA and CB – additional apartments.
- Village residences – 23 luxury villas with private pools and landscaped surroundings.
- Beach and leisure facilities – beach club, bars, pools, sports courts, and play areas.
The resort will feature underground facilities including technical rooms and a 109-space parking garage (6 spaces for persons with reduced mobility), plus a small surface parking area for guest check-ins.
Hotel and accommodation details
The main hotel, situated on a hilltop, offers panoramic views and includes:
- Restaurants and bars – All Dining restaurant (262 seats), specialty restaurant (174 seats), hotel café-bar (84 seats).
- Wellness and spa facilities – saunas, steam rooms, massage and treatment rooms, beauty and hair salon, fitness center with personal trainers.
- Accommodation units – 116 rooms and suites, including king and queen rooms, one presidential suite, and various apartments.
Dependances CA and CB will include 25 and 23 apartments, respectively, ranging from one to five bedrooms. The resort village will include villas RD1-RD3 (ground-floor, 2 apartments per villa), RE and RG1 (6 units per villa), and RJ1, RK1, RK2, and RK3 with duplex apartments.
Amenities and landscape
The resort will feature multiple pools, including a hotel pool (190 m²), beach pools (508 m² for adults, 57.5 m² for children), and private pools at villas. The resort will also have a promenade along the coastline, integrating walking paths with golf cart routes, while privacy is ensured between villas through landscaping, arches, and restricted access points.
The design concept emphasizes an exclusive resort experience, blending Montenegro’s natural landscape, historical architecture, and elements inspired by Mediterranean towns. Landscaping incorporates native plant species to maintain local ecological character, while Mediterranean-style gardens, fountains, pergolas, stone benches, and decorative vases enhance the ambiance.
The resort is designed according to Four Seasons operator standards, ensuring luxury service, high-quality design, and an authentic, immersive experience for guests.
