Podgorica’s development stagnates due to budget shortfalls, claims opposition councillor

Development in Podgorica remains stalled, according to the 2024 mayoral performance report signed by current Mayor Saša Mujović and covering the mandate of former mayor Olivera Injac. This was highlighted by Miloš Mašković, head of the European Alliance councillors’ group in the Podgorica City Assembly, on the social platform X.

Mašković criticized the city’s budget execution, noting that overall budget realization in 2024 reached only 73.61%, while the capital budget – funds intended for city development – was implemented at just 45.78%. “Nearly half of the planned investments were never realized. That means failed plans for road construction, infrastructure upgrades, and improvements to public spaces,” he stated.

He added that in previous years, Podgorica had achieved more than 100% budget realization, even during crises. “Now we’re witnessing a decline that this administration cannot explain or conceal.”

Furthermore, he criticized the report for lacking measurable performance indicators. “There’s no data on how many citizens used new services, how many cases were resolved, or the average processing time. Activities are listed, but without results. This means the city’s administration isn’t being evaluated or improved.”

Mašković concluded that the issue is not just a poorly written report, but a sign of a deeper governance crisis. “The administration led by the Europe Now Movement clearly lacks the capacity to plan or deliver on its promises, and citizens will take note”.
