The Capital City of Podgorica plans to build 220 apartments by the end of 2028 under the “City Apartment” project. The conceptual design for the residential complex will be completed and selected in December 2025, followed by a tender for the main design, review, and contractor selection.
According to city officials, construction is expected to begin in late 2026 and be completed by the end of 2028. The price per square meter will be determined after the selection of the contractor.
The project will be developed on three urban plots totaling around 18,600 square meters in the Stari Aerodrom (Old Airport) area, within the Detailed Urban Plan “Konik – Stari Aerodrom – Phase III.”
The urban and architectural competition, announced on September 18, aims to define a clear and functional concept for the complex, ensuring efficient land use, organized building layout, and well-structured traffic and pedestrian networks.
