Montenegro’s government is presenting Plav, the Prokletije mountain range and the wider northern region as priorities for sustainable and active-tourism development.
The announced areas of support include local infrastructure, agriculture, energy investment and the revitalisation of Plav Lake.
The policy direction reflects a longstanding economic objective: attracting more visitors away from the coast and developing tourism capable of supporting northern municipalities.
Plav has a strong natural tourism base. The area offers mountain landscapes, hiking routes, lakes, traditional villages and access to cross-border active-tourism corridors. It also benefits from a large diaspora that can support family visits, property investment and local business activity.
The region’s tourism potential is constrained by infrastructure and limited commercial capacity. Accommodation is smaller and more fragmented than on the coast, while road access, signage, waste management and public services do not always meet the expectations of international visitors.
Revitalisation of Plav Lake could become the centre of a broader destination strategy. The lake has environmental, recreational and visual importance, but development must protect water quality and natural habitats.
Poorly controlled construction or pollution would undermine the asset that the tourism strategy is intended to commercialise. Environmental restoration and tourism investment therefore need to proceed as part of the same programme.
Prokletije offers a different market from coastal mass tourism. Visitors are generally motivated by hiking, nature, cycling, climbing and cultural experiences. These activities can support small guesthouses, guides, transport providers, farms and local food producers.
Active tourists may stay longer and distribute spending across a wider area, but they also expect reliable information, maintained trails, emergency services and professional booking systems.
Cross-border tourism creates an additional opportunity. Mountain routes linking Montenegro with Albania and Kosovo can attract international visitors seeking multi-country experiences. This requires coordination on trail management, border procedures, marketing and safety standards.
Government support for agriculture could reinforce the tourism economy through local food, farm stays and branded products. The commercial benefit will depend on whether producers can supply hotels and restaurants consistently and meet food-safety requirements.
Energy investment is also relevant. Small northern municipalities need reliable electricity and heating solutions if accommodation is to operate through colder months. Renewable energy and energy-efficiency projects could reduce operating costs and improve year-round viability.
The current announcements remain largely at the level of policy commitment. No detailed capital envelope, construction schedule or complete project list has yet been attached to the tourism ambitions described for Plav.
That gap matters. Northern development has frequently featured in national strategies, but progress depends on funded projects, responsible institutions and measurable implementation.
Plav does not need to reproduce the high-volume model of Budva. Its stronger position lies in lower-density tourism built around landscape, culture and outdoor activity. The value of the latest government commitment will be determined by whether infrastructure, environmental restoration and private investment are brought together within a single credible development programme.
