Montenegro’s Parliament adopts Spatial Plan through 2044

The Parliament of Montenegro has adopted the country’s Spatial Plan until 2044, with 50 MPs voting, 42 in favor and 8 against.

According to the Ministry of Spatial Planning, Urbanism and State Property, this strategic document outlines long-term development goals, spatial categories, and national priorities, forming the foundation for sustainable and balanced national development.

The Plan provides general guidelines for future investments and spatial planning but does not define specific projects or locations—those remain under municipal jurisdiction. The aim is to ensure continuity and responsible space management, regardless of political changes.

Led by Svetlana Jovanović, a team of experts developed the plan despite frequent government shifts in recent years. The Ministry urges local governments to align their planning documents accordingly and calls on investors and the public to follow national guidelines and participate actively in the implementation process.
