Montenegro’s Kapino Polje solar approval tests the ESG boundary of state-led renewables

EPCG’s Kapino Polje B1 solar project is small in capacity but large in policy significance. The 11.4 MWp plant near Nikšić is expected to produce around 15.8 GWh in its first year and is the first of four planned solar plants at Kapino Polje, with the wider investment valued at €35.1 million. Montenegro needs new renewable generation, and EPCG’s role as state utility makes the project part of the country’s strategic energy transition.

Yet Kapino Polje also shows that renewables are not automatically free of ESG risk. Environmental groups have warned that the wider area is sensitive for birds, wetlands and biodiversity, and some analyses have identified conflict risks for energy development. The approved environmental impact assessment states that the specific project location is not formally identified as an IBA or Natura 2000 special protection area, while still acknowledging the ecological importance of the wider Nikšićko polje area.

That tension is exactly where Montenegro’s renewable market must mature. Banks, EU institutions and strategic partners will increasingly expect environmental documentation to be robust, transparent and defensible. A project can be green in generation terms but still vulnerable if biodiversity, permitting or stakeholder engagement is weak.

Kapino Polje should therefore be treated as a governance test. Montenegro can build solar, but it needs bankable environmental screening, cumulative-impact analysis, biodiversity monitoring and credible mitigation plans. State-led renewables will carry higher public scrutiny than private projects because they represent national policy. EPCG’s ability to deliver Kapino Polje responsibly will influence confidence in the next wave of Montenegrin solar development.
