Montenegro’s mid-year statistical picture shows an economy still moving forward, but with a growth structure that is becoming more uneven. MONSTAT’s Monthly Statistical Review No. 6/2026 shows that the number of employees in January-May 2026 was 5.0% higher than in the same period of 2025, retail trade turnover was up 6.6%, and industrial production rose 10.0%. These are not recessionary signals. They point to a domestic economy that still has demand, jobs and production momentum.
The problem is the composition. Exports fell to an index of 90.6, while imports rose to 101.9, confirming that Montenegro’s growth remains import-intensive. Real wages also slipped to 99.0 for January-May, despite nominal wages rising to 102.2. That means households are earning more in euro terms, but inflation is still eroding part of the improvement.
Tourism adds another mixed signal. May was strong, with tourist arrivals jumping 57.4% month on month and overnight stays rising 81.5%, but the January-May period still remained below last year, with arrivals at 97.8 and overnight stays at 97.3. The summer season therefore starts with momentum, but not with a fully recovered cumulative base.
The more positive surprise comes from industry, where output was 10.0% higher in the first five months. Yet this appears heavily influenced by energy and selected sectors rather than a broad manufacturing expansion. Construction also deserves caution: the value of finalised works in the first quarter reached about €164.8mn, but quarterly indicators softened compared with the previous quarter.
Montenegro’s economy is not slowing in a simple way. It is rotating. Employment and consumption remain supportive, tourism is entering its decisive months, and energy-linked industry is helping the headline numbers. But real purchasing power, weak exports, import dependence and construction pipeline quality remain the variables that will decide whether 2026 becomes a year of deeper economic strengthening or merely another year of demand-led resilience.
