Montenegro’s banks report lower lending rates and record-low bad loans

Montenegro’s banking sector continues to report stable asset quality and gradually declining borrowing costs, despite uncertainty surrounding the future direction of European Central Bank monetary policy.

The average weighted effective lending rate stood at 6.12% in July 2026, around 0.5 percentage points lower than two years earlier and almost 2 percentage points below the level recorded a decade ago.

Variable-rate loans account for only 6.12% of total lending, limiting the direct exposure of households and businesses to any renewed increase in eurozone benchmark rates. Montenegrin banks also finance lending primarily through domestic household and corporate deposits rather than through more volatile wholesale markets.

Non-performing loans declined to 2.4% of total credit at the end of July, their lowest level since 2010. That indicates a substantial improvement from the post-financial-crisis period, when weak collateral enforcement and troubled corporate exposures weighed heavily on bank balance sheets.

Credit to households has continued to expand, but the Association of Montenegrin Banks sees no evidence of systemic over-indebtedness. Competition among banks has contributed to lower interest rates and more flexible lending conditions, particularly for housing and consumer loans.

The sector nevertheless remains closely tied to real estate, household consumption, tourism and government-related activity. Rapid property-price growth or a downturn in tourism could weaken borrower performance even when headline non-performing-loan ratios remain low.

The current figures show a liquid and profitable banking system with limited exposure to variable rates. The next test will be whether banks can direct more credit towards productive corporate investment without weakening lending standards.
