Montenegro’s airport concession tender: South Korea’s IIAC leads amid IFC dispute

The Tender Commission ranked South Korean company Incheon International Airport Corporation (IIAC) first with 96.18 points in the concession process for Montenegro’s airports in Podgorica and Tivat, while Luxembourg-American firm Corporación América Airports (CAAP) received 65.18 points.

The commission evaluated the technical part of the offers twice, initially excluding IIAC from the second round where financial bids are assessed. This happened after the International Finance Corporation (IFC), acting as an advisor to the Montenegrin government, claimed that tender voting rules were not followed.

The Montenegrin government extended the commission’s deadline to July 9 to complete the evaluation and submit a report to the Ministry of Transport.

On June 10, the Tender Commission confirmed that both bidders’ technical offers were valid and proceeded to evaluate the financial bids after additional consultations with IFC, confirming conditions were met to assess the financial proposals of both companies.
