Montenegro will end visa-free access for ordinary passport holders from Russia, Belarus and Turkey from Nov. 1, accelerating alignment with EU visa policy but exposing part of the tourism and property market to a potentially significant demand shift.
Russian visitors accounted for around 16.4% of foreign overnight stays in 2025, while Turkish visitors represented about 4.3%.
Exposure is higher in private accommodation, where Russia generated about 22.1% of foreign nights and Turkey 4.9%.
That makes apartments, villas and smaller coastal operators more vulnerable than diversified hotel groups.
The measure is driven by EU accession requirements rather than tourism policy.
Its economic impact will depend heavily on visa-processing costs, speed and accessibility.
A visa requirement does not eliminate travel, but additional bureaucracy usually reduces short-notice leisure trips and can redirect demand toward easier destinations.
The Nov. 1 start gives Montenegro several months before the 2027 summer season, but airlines and tourism operators are already building next year’s schedules.
The change comes as western European connectivity is strengthening.
easyJet plans to increase Tivat capacity by almost 50% in 2027, adding Edinburgh, Birmingham, Amsterdam and Basel.
That could help Montenegro diversify away from Russian and regional demand.
But replacing visitor numbers does not necessarily replace the same spending pattern.
Russian visitors have historically been important in longer stays, private accommodation and residential property, meaning the impact could extend into rentals and real estate.
Turkish travel has also expanded quickly through stronger air links and growing business ties.
The policy therefore marks a structural shift in Montenegro’s tourism model.
EU alignment is becoming more important than preserving unrestricted access to some traditional source markets.
The commercial question is whether growth from the UK and EU can offset any decline in Russian and Turkish demand before the 2027 peak season.
