What is foreseen in the Spatial Plan of Montenegro

The new spatial plan foresees the construction of two highways and seven airports in Montenegro by 2040. Maximum traffic connectivity will be ensured, with the construction of a ring road around Budva, but not the bridge on Veriga.

This was announced at today’s Government session, where the Draft Spatial Plan of Montenegro until 2040 was adopted. The Government expects that the document will be adopted by the end of the year, and now a public discussion will follow.

The spatial plan is the most important document in the country, right after the Constitution, said Prime Minister Dritan Abazović. As he stated, the document will go further into the parliamentary procedure.

The two most important aspects are the development of traffic and energy, and for the first time the maps along which the highway will pass have been defined.

The draft plan envisages the construction of two main highways – the Adriatic-Ionian highway and the highway that connects Bar with Boljari, later with Belgrade and Budapest, and the one that goes from west to east”, said Abazović.

He also stated that the route that will go from Bosnia and Herzegovina to Albania will separate in two directions, where one will go to the border with Serbia, and the other will continue through Bar and Ulcinj towards Albania.

“Part of the Bar-Boljara highway will overlap with the part of the Adriatic-Ionian highway, it is the most efficient model”, said Abazović.

The construction of the bridge on Veriga is not foreseen, he added, and as he said, the new road Kolašin-Andrijevica-Peć will be built, as well as the new road from Pljevlje to Bijelo Polje.

“By building these two highways and expanding the existing roads, we will enable every part of the country to be maximally connected”, he added.

A bypass around Budva will also be solved with a special road.

The key to everything is that we have chosen a route that will allow subsequent governments to request a financing model.

Abazović also announced that seven airports are foreseen in the spatial plan. In addition to Tivat and Podgorica, larger airports are planned in Nikšić and Berane.

“We will have larger and smaller airports. The construction of an airport between Bar and Ulcinj, then in Pljevlja and Žabljak, is also planned.

These are airports that will primarily have a tourist function and are intended for small planes”, emphasized the Prime Minister.

All this, he believes, will satisfy the needs of Montenegro until 2040.

He stressed the need for railway modernization, stressing the importance of the route from Tirana, through Montenegro to Capljina.
