The Government of Montenegro is carrying out the largest investment cycle in the history of its healthcare system, with a clear focus on the modernization of hospitals, primary healthcare centers, and medical equipment. These projects are being implemented by the Ministry of Health in cooperation with the Ministry of Public Works. For 2025, public tenders worth approximately €17.6 million have been announced, while an additional €20 million in new projects is expected in the coming period, the Ministry stated.
They emphasized that these investments confirm the Government of Montenegro’s commitment to a systematic upgrade of hospital capacities, improvement of equipment, and the provision of modern conditions across all healthcare institutions.
In the 2025 capital budget for healthcare, announced tenders include: adaptation of the Clinic for Anesthesia and Intensive Care (ICU) at KCCG – €975,000, with an upcoming equipment tender of nearly €1,000,000 (total €2,000,000); reconstruction of the Rožaje Health Center – €302,500; reconstruction of Block C of Bijelo Polje Hospital – €15,000,000; adaptation of the Children’s Dispensary in Nikšić – €326,700; adaptation of the Pediatrics Department of Nikšić General Hospital – €477,814; adaptation of the Microbiology and Biochemistry Laboratory in Tivat – €190,000; and adaptation of the Kolašin Health Center – €315,000. In total, €17.6 million worth of tenders have been issued, the Ministry noted.
Projects submitted by the Ministry of Health for tendering through the Ministry of Public Works include: reconstruction of the Oncology Clinic – PET CT + Hematology – €14,500,000; construction of a new Emergency Center and Day Hospital in Berane – €1,900,000; reconstruction and expansion of the Berane Health Center – €820,000; adaptation of the Surgical Block in Berane – €850,000; procurement of MRI devices for Bijelo Polje and Nikšić hospitals – €2,400,000; construction and equipping of the Oncology Day Hospital in Bijelo Polje – €726,000; adaptation of the Andrijevica Health Center interior – €220,000; installation of a heating and cooling system at the Cetinje Health Center – €460,000; reconstruction of the Maternity Ward in Bar (“Baby Friendly”) – €850,000; and preparation of a feasibility study for a new building of the Institute of Emergency Medical Services – €50,000.
In 2024, projects worth €26.1 million were completed, while more than €47.3 million in projects were contracted, laying the foundation for strong investment growth in the healthcare sector.
