Montenegro emerges as fastest-growing destination for millionaires driven by investment citizenship program

Montenegro is the fastest-growing global hub for millionaires, while countries like Switzerland, the United States, and the United Arab Emirates continue to attract wealthy individuals.

According to Swiss company Henley & Partners, the number of millionaires relocating to Montenegro increased by 124 percent last year. Currently, about 2,800 millionaires live in Montenegro, which is fewer than in some other countries but is attracting the wealthy through its investment-for-citizenship program, often called the “golden passport.”

Dominic Volek from Henley & Partners explains that Montenegro’s appeal lies in its proximity to Western Europe and its fiscal flexibility. Low taxes, including a fixed income tax and no inheritance or gift taxes, make it particularly attractive for wealth preservation. Combined with the Adriatic coastline, luxury real estate, and a desirable Mediterranean lifestyle, Montenegro has become a preferred destination for investors.

Other countries that saw an increase in wealthy immigrants last year include Malta, Poland, China, Costa Rica, India, and Latvia. Meanwhile, the largest outflows of millionaires occurred from the United Kingdom, China, India, South Korea, Russia, Brazil, France, Spain, and Germany.
