Association of Municipalities calls for broader consultations on amendments to Property Tax Law

The Association of Municipalities has requested that the Ministry of Finance delay the legislative process for the proposed amendments to the Property Tax Law. The aim is to form a specialized working group that will develop more effective and comprehensive solutions to address long-standing issues with the current system.

According to the Association, led by General Secretary Mišela Manojlović, while they acknowledge the Ministry’s proactive stance, a thorough review of the relevant legislation is essential. This will help prevent potential legal challenges and ensure that the proposed amendments do not lead to unintended consequences.

The Association plans to establish a working group consisting of top experts and representatives from the Ministry of Finance. This group will conduct a detailed analysis of the current problems and suggest final solutions. The working group is expected to deliver its recommendations by the end of September.

The proposed changes to the Property Tax Law include a new requirement for taxpayers to inform the tax authority of any changes that affect their tax assessment. However, the Association points out that these changes will only apply to future notifications and will not address past unreported changes. This could result in continued appeals and additional costs for taxpayers.

To address these issues, the Association suggests that the law explicitly state that taxpayers must cover the costs of any procedures resulting from their failure to report changes. They also recommend that tax assessments be granted the status of enforceable documents to ensure compliance through public enforcement, thereby enhancing tax discipline.
