Montenegro sees increase in building permits issued in Q1 2024

In the initial quarter of this year, Montenegro recorded the issuance of 99 building permits and construction notifications, as per Monstat’s data.

Out of these permits, 72 were allocated to individuals, while 27 were granted to legal entities.

Examining the collective count of apartments and their spatial coverage, it is projected that 398 apartments will be erected, spanning a total area of 28,765 square meters, based on the construction notifications – noted Monstat.

When compared to the same timeframe last year, there has been an increase of six permits. Specifically, during that period, there were 93 permits issued, comprising 58 for individuals and 35 for legal entities. Despite the lower number of permits, the envisaged apartment count was higher. The statistics reveal plans for the construction of 502 apartments, with a combined area of 34,140 square meters.

Observing the final quarter of the preceding year, we observe a minimal increase, with just three more permits issued compared to the 96 in that period.

Analyzing on an annual basis, data depicts a steady escalation in the number of permits issued since 2011, where it stood at 717, surging to 836 in 2012, then 894 in 2013, and further to 917 in 2014. Subsequently, in 2015, there was a slight decline to 773 permits, followed by an increase to 983 in 2016. The pinnacle was reached in 2017, with 1,050 permits granted, predominantly for the construction of 4,439 apartments spanning 295,889 square meters.

However, post-2017, there was a significant downturn, with 295 permits issued in 2018, further plummeting to 197 in 2019.

In the onset of the COVID-19 pandemic, 224 permits were issued, which then decreased to 190 the following year, only to rebound to 368 permits and construction notifications in 2022, encompassing 2,156 apartments across 136,558 square meters.

For the previous year, data indicates 358 permits and notifications, outlining plans for the construction of 2,217 apartments totaling 148,370 square meters.

Monstat emphasized that the compiled data encapsulates the tally of building permits issued, along with the number and dimensions of apartments in buildings for which construction permits and notifications were granted.
