Montenegro approves Podgorica Urban Plan, plans 20,000-unit Velje Brdo development

Montenegro’s government has approved the Spatial and Urban Plan (PUP) for Podgorica, covering the capital as well as the Zeta and Tuzi areas.

A key feature of the plan is the new Velje Brdo neighborhood, where the state intends to build 20,000 residential units. The plan addresses infrastructure, including water supply from Mareza and connections to existing collector networks.

The document drew over 500 public comments, mostly addressed positively, though one spatial planner maintained a negative stance, noting that amendments to Podgorica’s PUP have been revised seven times in seven years.

The plan has sparked significant public attention, with reactions ranging from strong support to sharp criticism. GP URA criticized the government, claiming the plan harms the capital city.
