Montenegro apartment prices reach historic high; average new-build square meter at €2,206, coastal markets lead national trend

Montenegro’s residential property market hit record price levels in the fourth quarter of 2025, with the average price per square meter for newly built apartments reaching about €2,206 across the country, according to the latest official data. This figure, while slightly below the €2,228 peak recorded in the previous quarter, remains among the highest on record and reflects sustained upward pressure on housing costs amid strong demand and limited supply.

The increase underscores pronounced regional divergence. On the Adriatic coast, where foreign buyers and tourism-linked investment have concentrated activity, the average price in coastal municipalities climbed to roughly €2,570 per square meter, significantly above the national average and highlighting persistent premium pricing in seaside locales. Urban demand in the capital Podgorica also stayed robust, with average prices near €2,141 per square meter, while the central and northern parts of the country continued to exhibit markedly lower price levels and significantly fewer transactions in new construction.

Statistical breakdowns point to the composition of these values: the largest portion of the €2,206 average cost derives from construction expenses themselves, which account for roughly €1,724 per square meter, with land preparation, regulatory costs and taxes making up the remainder. This allocation underlines how input costs and regulatory overhead continue to shape overall housing prices.

While the modest quarterly decline can be seen as a stabilisation after a period of intense price acceleration, the market remains elevated compared with historical benchmarks, driven by ongoing interest from both domestic buyers and foreign investors, particularly in prime coastal nodes where tourism and amenity-led demand persists.
