Montenegro and Norway strengthen energy cooperation with focus on market integration

Montenegro’s Minister of Energy and Mining, Admir Šahmanović, met with the Ambassador of the Kingdom of Norway to Montenegro, Kristin Melsom, to discuss strengthening cooperation in the energy sector. The talks focused on the development of Montenegro’s electricity market and its integration with the European single market.

Special attention was given to the role of Nord Pool, one of Europe’s most established power exchanges, which will mark 30 years of operation next year. As a pioneer in introducing transparent market rules and pricing, Nord Pool is now a key player in European institutions and co-owner of the EUPHEMIA algorithm, which underpins the European electricity market.

Minister Šahmanović emphasized the strategic importance of further developing Montenegro’s power exchange BELEN and opening the intraday market. He noted that market coupling with the EU would increase competitiveness, stability, price predictability, and consumer confidence, as well as help close Chapter 15 – Energy in Montenegro’s EU accession talks.

Ambassador Melsom expressed Norway’s readiness to continue supporting Montenegro, highlighting Norway’s previous contributions to healthcare, education, small and medium enterprises, and local communities. The meeting, attended by state secretary Dino Tutundžić, BELEN director Dejan Drašković, and manager Filip Zindović, was described as an important step toward deeper partnership and modernization of Montenegro’s energy sector.
