Montenegro airport unions call for state support, reject foreign concession as passenger numbers surge

The Government of Montenegro should reconsider the concession of the country’s airports and prioritize supporting the development of the domestic company instead of enriching a foreign private investor, according to the union leaders of Podgorica and Tivat Airports, Slobodan Martinović and Ljubiša Džudović.

They emphasized that the airports do not need a concessionaire, but rather state support to develop and maintain existing operations. From January 1 to September 7, 2025, the airports served 2.3 million passengers, an 8% increase compared to last year and 16% higher than the same period in 2019.

The unions highlighted that this success was achieved solely through the expertise and teamwork of domestic staff, not through private investors or concessionaires. They stressed that Montenegro Airports should remain state-owned, and that necessary renovations, particularly at Tivat Airport, can be completed internally to prepare for the upcoming season and expected traffic growth.

The unions also called for fair adjustment of employee salaries to reflect the achievements and confirmed progress on housing loan negotiations for staff, which they say will further support worker motivation and security.
