Montenegro airport concession faces potential delays amid appeals

Minister of Economic Development, Nik Đeljošaj, stated that bidders for the concession of Montenegro’s airports have announced potential appeals, which could delay the process.

The Tender Commission has completed its evaluation and submitted the documentation to the Ministry of Transport, which will now prepare a report for the government. The final decision—whether to proceed with a concession or have the state develop the airports—rests with the government.

The South Korean company Incheon International Airport Corporation (IIAC) was ranked first, followed by Luxembourg-American Corporación America Airports (CAAP).

If no appeals are filed, a decision could be made in early August. However, Đeljošaj noted that all three final bidders have requested access to the tender documents and are expected to file complaints.

He emphasized that the main issue with Tivat and Podgorica airports is limited capacity, not management performance.

Regarding allegations of corruption, Đeljošaj said it’s up to relevant authorities to investigate, adding that NGO MANS has submitted a formal initiative. As chair of the Tender Commission, he pledged full transparency.
