Montenegro advances digital transformation inspired by Estonia to strengthen EU integration

Montenegro is laying the foundation to become a fully integrated, competitive and resilient member of the European family by adopting best practices from countries like Estonia and investing in infrastructure and human capital, said Montenegrin President Jakov Milatović.

Milatović emphasized that sustainable progress depends on innovation, which is why policies are increasingly focused on digital skills, tech entrepreneurship, and international cooperation. He made these remarks during a visit to the Innovation Fund and the Science and Technology Park in Podgorica alongside Estonian President Alar Karis.

He described Estonia as not just a partner but an inspiration, highlighting its achievements in digital transformation and transparent governance as a beacon for countries like Montenegro aiming to confidently embrace the future.

Milatović noted that the Science and Technology Park is a vibrant ecosystem connecting startups, researchers, academic institutions, and private companies — a place where ideas are developed into solutions that can transform the economy and improve citizens’ quality of life.

He proudly mentioned initiating the establishment of Montenegro’s Innovation Fund, designed to support high-potential ideas, promote research and development, and provide financial backing to startups and tech projects.

The path forward, Milatović said, is guided by Montenegro’s clear goal of full European Union membership, a commitment not only to political aspirations but shared values and standards.

He pointed out Estonia’s leadership in digital democracy, such as secure online voting, as an example of how digital trust and efficiency can redefine governance.

Finally, Milatović expressed hope that the visit would spark a dialogue of shared experiences and ambitions, marking the start of deeper institutional cooperation and stronger European digital integration for Montenegro.
