Montenegro plans to include 28 new projects worth around €78 million in its 2027 capital budget, expanding the pipeline of public investment in infrastructure and other state-backed development projects.

The Finance Ministry said 172 project proposals had been submitted by the September 1 deadline before the government selected the projects proposed for financing.

The estimated €78 million represents multi-year investment rather than spending confined to 2027.

The final allocation between transport, utilities, education, public buildings and other sectors will determine where the strongest opportunities emerge for construction, engineering and equipment suppliers.

The new projects will be added to an already sizeable capital investment programme as Montenegro tries to accelerate infrastructure development while maintaining control over public finances.

Capital spending has become increasingly important to the government’s economic strategy, particularly as EU accession requirements drive investment in transport, environmental infrastructure, water systems, waste management and public administration.

EU grants and international financial institution financing are also allowing Montenegro to implement projects that would otherwise place considerably greater pressure on the state budget.

For contractors, the expansion of the pipeline creates opportunities in civil works, engineering design, supervision and specialist services, although procurement schedules and administrative capacity remain important execution risks.

The economic effect will depend on how quickly projects move from budget allocation into tendering and construction.

Montenegro has historically faced delays in implementing parts of its capital budget, making execution rates as important as headline allocations.

The €78 million programme nevertheless provides another indication that public investment will remain an important component of domestic construction activity and economic growth in 2027.
