Montenegro’s labor market has reached a historic milestone, with unemployment falling to a record low of 8.93 percent. Director of the Employment Agency, David Perčobić, said this achievement is the result of serious reforms by the Agency, the relevant ministry, and the government, as well as citizen trust and partnerships with employers.
Perčobić emphasized that this is only the beginning, noting that the goal is for everyone seeking employment to see the Agency as a reliable partner. He highlighted that the Agency has transformed from a bureaucratic office into a modern service that changes how people search for jobs and how employers select candidates. Plans are underway to support the northern region of the country and to create “jobs of the future” for a generation prepared for technology and innovation.
The unemployment rate is uneven across the country: 2.62 percent in the south, around 5.55 percent in the central region, and an average of 31.03 percent in the north. Measures are particularly focused on less-developed areas, strengthening local employment offices and cooperating with employers to create opportunities where they are most needed.
Perčobić stressed the importance of partnerships with employers, noting that the Agency maintains open dialogue to develop practical measures that meet the real needs of the labor market. Currently, the most in-demand sectors are tourism, hospitality, construction, and increasingly, IT, offering significant opportunities for young people.
He also pointed out that those with low qualifications, limited skills, or long-term unemployment face the greatest challenges. Programs are in place to help them gain new skills and work experience, including seasonal jobs that can serve as stepping stones to more stable employment.
Digital skills are now considered essential, as almost every profession requires familiarity with digital tools. Artificial intelligence is transforming work, learning, and communication, making digital competencies crucial for a competitive workforce.
The Employment Agency has modernized its services with online applications, digital certificates, electronic job postings, and e-participation in programs. Adult education is now a priority, ensuring that everyone can acquire new skills and remain competitive.
Looking ahead, the Agency’s priorities include results-oriented measures, employer partnerships, and support for youth, women, and other hard-to-employ groups. Efforts are also focused on promoting entrepreneurship and supporting small and medium-sized businesses.
Perčobić concluded that achieving the lowest unemployment rate in Montenegro’s history demonstrates that reforms, modernization, and investment in people are on the right path. The ultimate goal is not programs on paper but citizens finding jobs and employers gaining access to a skilled workforce.
