Montenegro is intensifying efforts to modernise public administration through the rollout of a digital ID system and expanded e-governance services. The initiative aims to streamline interactions between citizens, businesses, and public institutions, reducing bureaucratic friction and improving transparency.
Digital IDs will allow secure access to a wide range of services, including permit applications, tax filings, healthcare records, and business registry interactions. For companies, digitalisation could significantly cut administrative time and improve regulatory compliance processes that have long been viewed as burdensome and inconsistent.
However, challenges persist. Infrastructure gaps, data-security concerns, and uneven digital literacy across regions may slow adoption. Public institutions also require training, system integration, and process reengineering to ensure that digitalisation does more than replicate existing inefficiencies in electronic form.
If successfully implemented, the digital ID and e-government reform could improve Montenegro’s competitiveness, strengthen its EU integration trajectory, and build trust in public institutions. The next year will determine whether these reforms translate from technical ambition into functional reality.
