The Montenegrin Tenants’ Association “Moj Dom” has submitted a request to the Delegation of the European Union in Montenegro regarding its initiative to adopt a Law on the Protection of Tenants’ Rights. According to the association’s statement, the initiative was formally submitted on November 7 to the Parliament of Montenegro, the Ministry of Spatial Planning, Urbanism and State Property, and the Ombudsman.
The initiative aims to provide legal and institutional protection for thousands of citizens living as tenants and to establish a transparent, fair, and sustainable rental market aligned with European housing and social policy standards.
The association believes that adopting such a law would strengthen legal certainty for citizens, promote social inclusion, reduce the risks associated with informal and unregistered rental agreements, and harmonize national regulations with European practices in tenant protection.
“Moj Dom” informed the EU Delegation that the initiative has been officially received by the Montenegrin Parliament and that all members of parliament will be familiarized with its content and proposed measures.
“We kindly ask the Delegation of the European Union in Montenegro to consider the possibility of meeting with representatives of our association and to provide advisory support regarding European standards and best practices in this area,” the statement reads.
The association also requested that the EU Delegation explore potential forms of cooperation on projects that contribute to protecting citizens’ rights to safe and dignified housing.
