MERT announced a public call for the selection of an agent for the domain .me

The Ministry of Economic Development and Tourism announced a public invitation and published documentation for the selection of the registration agent for the national internet domain of Montenegro.
The invitation states that the agent is elected for a period of five years with the possibility of extension for the same period.
“Every company or consortium that meets the conditions defined in this public call and documentation has the right to participate in the public call. According to this public invitation, a participant cannot be a member of more than one consortium, formed for the purpose of submitting an offer”, the announcement states.
Offers are delivered every working day from 9 am to 2 pm, ending on July 10th until 2 pm, by direct delivery or courier mail.
The invitation defines the minimum conditions for participation, so the percentage of the Government of Montenegro in the total revenues from the registration of premium domains is at least 60 percent, and the percentage of the Government of Montenegro in the total revenues from the registration of non-premium or reserved domains is at least 35 percent.
The agent must also be an accredited registrar with at least five million sold domains on the day of application submission, at least five years of experience in domain registration, a network of at least ten thousand sales channels covering three different world languages.
The bidder can submit only one bid, while no variations or conditions are allowed in the bid.
In order to be considered, the bid must contain information about the bidder, the bidder’s references, a certificate of fulfillment of the conditions specified in the invitation, a technical solution in accordance with the technical conditions from the documentation, a financial and marketing plan, as well as a bid guarantee.
Along with the offer, the applicant must submit an unconditional bank guarantee of the offer in favor of the Government of Montenegro, the Ministry of Economic Development and Tourism, payable on first call.
The quality of the financial offer is evaluated with 70 points, and the bidder’s references with 30 points.
For the purchase of documents, it is necessary to pay five thousand EUR to the account of the Ministry of Economic Development and Tourism, and for the payment from abroad to the Ministry of Finance of Montenegro, to the Crnogorska komercijalna banka.
Offers are submitted in the Montenegrin language, whereby the offer can also be submitted in English with a translation into Montenegrin. In case of difference, misunderstanding or misunderstanding, or any other reason, the version in Montenegrin language takes precedence.
Requests for additional clarifications of this public call or documentation must arrive no later than seven days before the deadline for submission of bids, to the address or by e-mail. Requests for additional clarifications received after this deadline will not be answered.

The public opening of bids, to which all interested bidders or their authorized representatives are invited, will be held on July 11th at ten o’clock.
The final decision on this public call will be made within 20 days from the public opening of bids.
The Commission for announcing and conducting a public call for the selection of the Registration Agent of the national Internet domain .me has the right at any time to withdraw from the decision on this public call or declare it unsuccessful, without any obligation to compensate the participants on any basis.
