Montenegro’s flagship coastal development Luštica Bay is entering the new tourism season with an expanded calendar of international cultural, sports and lifestyle programs, while the construction of a landmark golf complex continues to redefine the tourism positioning of the Adriatic coast. The integrated resort community on the Luštica Peninsula is gradually evolving from a luxury marina destination into a year-round coastal town combining real estate, hospitality, sports infrastructure and international lifestyle programming.
Developed by Orascom Development Holding, Luštica Bay represents one of the largest tourism and real estate investments currently underway in Montenegro. The master-planned coastal town stretches across several kilometres of Adriatic coastline near Tivat, positioned between the entrance to the Bay of Kotor and the open Adriatic Sea. Since the beginning of the development, nearly €600 million has already been invested in the project, while the long-term value of the full master plan is estimated at approximately €1.5 billion once all planned residential districts, hotels and leisure infrastructure are completed.
Although still in development, Luštica Bay already functions as a growing international coastal community. The project currently hosts around 450 resident families from more than 50 countries, reflecting the increasingly global profile of Montenegro’s luxury real estate market. Around 600 residential units have already been completed, forming the foundation of what developers envision as a permanent town rather than a seasonal resort.
As the new tourism season begins, the destination is expanding its international program through a series of cultural events, sports initiatives and lifestyle activities designed to attract visitors throughout the year. At the center of this transformation is the construction of Montenegro’s first full 18-hole championship golf course, located within the development’s hilltop residential district known as The Peaks. Designed by Gary Player Design, the course represents a significant milestone for the country’s tourism industry and could place Montenegro on the international map of golf destinations.
The course layout takes advantage of the dramatic terrain of the Luštica Peninsula, where natural ridgelines rise above the Adriatic coastline. From many points along the course, players will have panoramic views of both the Adriatic Sea and the UNESCO-protected Bay of Kotor, creating a golfing environment defined by coastal landscapes and elevation changes. The golf complex will include a full range of supporting facilities, including a clubhouse, practice areas, driving range and golf academy. These facilities will allow the resort to host international tournaments, training programs and recreational golfers seeking high-quality Mediterranean golf destinations.
Golf tourism represents one of the fastest growing segments of international travel, particularly among higher-spending visitors who often combine sport with luxury accommodation and real estate ownership. For Montenegro, the introduction of a championship-level golf course opens a new tourism segment that previously had little presence along the Adriatic coast.

Once fully completed, the project is expected to accommodate more than 6,000 residents, alongside hotels, sports facilities and tourism infrastructure distributed across the peninsula. This integrated urban structure reflects a growing trend in Mediterranean coastal development, where large resort projects increasingly function as permanent communities combining tourism, residential living and leisure infrastructure.
For Montenegro’s economy, the continued expansion of Luštica Bay represents more than a single tourism development. Large-scale private investment projects such as this contribute significantly to the country’s economic diversification, generating activity across construction, hospitality, services and international real estate markets.
