Montenegro’s labour market entered 2026 with a paradoxical combination of low unemployment and widespread labour shortages. This imbalance reflects deep structural issues tied to migration, seasonality, and the dominance of tourism, all of which constrain long-term growth.

Tourism absorbs a large share of the workforce during peak seasons, often relying on foreign labour to fill gaps. While this supports service delivery, it limits skill accumulation and suppresses productivity growth. Seasonal contracts discourage training investment, and high turnover prevents the formation of stable career paths.

At the same time, outward migration continues to drain skilled and working-age population segments. Younger and more educated workers seek year-round employment, higher wages, and better social services abroad, particularly within the EU. Remittances support consumption but do not replace lost human capital.

Demographic trends amplify these pressures. Low birth rates and population aging shrink the domestic labour pool, increasing dependency ratios and fiscal burdens. Immigration partially offsets shortages, but integration challenges and housing constraints limit its effectiveness.

Labour shortages raise wages in specific sectors, particularly tourism and construction, but without corresponding productivity gains. This dynamic fuels inflation and erodes competitiveness rather than supporting sustainable income growth.

By 2026, labour constraints represent one of Montenegro’s most binding growth limits. Without a shift toward year-round, higher-value employment and targeted skills development, labour shortages will continue to cap expansion regardless of demand conditions.
