Amendments to the Payment System Law were presented in parliament on 10 July, ahead of Montenegro’s planned launch of the TIPS Clone instant-payment platform on 20 July 2026. The system is designed to process domestic transactions within seconds on a 24/7/365 basis. Proposed safeguards include mandatory verification of the beneficiary and improved protection against fraud and misdirected payments.
The Central Bank has confirmed that the necessary infrastructure is in place. The launch follows Montenegro’s entry into SEPA and represents a practical step toward financial integration with the European market. Faster settlement should be especially valuable for tourism, retail, e-commerce, logistics and SMEs managing seasonal working-capital requirements.
The reform may also increase competition among banks and payment-service providers. Transaction fees, merchant services and the quality of mobile-banking interfaces are likely to become more commercially important as basic payment execution becomes faster and more standardised.
The latest available Central Bank indicators show a weighted average effective interest rate of 6.11% on outstanding loans and 5.98% on newly approved lending in May 2026. Montenegro’s statutory default interest rate for the period from 1 July to 31 December 2026 is 10.40%. Financing conditions therefore remain manageable for established borrowers, but considerably more difficult for highly leveraged property developments and SMEs without stable cash flow.
