By the end of the year, the Montenegrin government will not spend €7.36 million from the Capital Budget allocated for 18 projects, according to a report adopted at the latest cabinet session.
The Transport Administration informed the Ministry of Finance that due to unforeseen circumstances, several capital projects will not be fully implemented by the end of 2025, as initially planned by the amended Budget Law. The unspent funds will be redirected to other infrastructure projects.
The largest unspent amount—€2.74 million—was intended for the construction of Podgorica’s western bypass. The public procurement process for this project was canceled in June, and after an appeal was rejected in late September, a new tender will be launched, delaying the project’s start.
An additional €1.1 million earmarked for the Bar–Boljare highway will also remain unused, though authorities stated this will not affect ongoing obligations, as €3.13 million will still be spent on technical documentation.
Other unspent allocations include €220,000 for the Vrulja–Mijakovići road, €100,000 for the Kolašin–Mojkovac highway, €300,000 for supervision of several road reconstruction projects, and €1 million for the second phase of the Rožaje bypass.
