EU urges Montenegro to prioritise airport upgrades as investment debate continues

The EU Delegation has called for future investment in Montenegro’s airport sector to focus on modernisation and alignment with European standards, as the country continues to weigh options for upgrading its aviation infrastructure.

The guidance comes amid ongoing discussions over the potential concession of Podgorica and Tivat airports, a process that has been under review for several years but remains unresolved. While ownership models are still under consideration, EU officials are placing greater emphasis on operational performance, efficiency and regulatory compliance.

Montenegro’s airport system continues to face structural constraints. Podgorica serves as the main hub with steady year-round traffic, while Tivat remains highly seasonal, with peak demand concentrated in the summer months. This imbalance has led to periodic capacity pressures during high season and underutilisation outside it.

EU recommendations suggest that investment should be directed toward infrastructure upgrades, passenger handling improvements and environmental standards, rather than purely expanding capacity. The approach reflects broader EU transport policy in the Western Balkans, where aviation assets are increasingly viewed as part of integrated connectivity networks.

The state operator has already outlined plans to invest in equipment and infrastructure upgrades, but market participants note that larger-scale capital deployment will likely be required to meet future demand and EU alignment requirements.

The focus on modernisation also has implications for the concession process. Any future operator will be expected to deliver not only financing, but also improvements in service quality and compliance with EU aviation frameworks.

For now, the EU’s message signals a shift in priorities, with attention moving from ownership questions toward the long-term performance and integration of Montenegro’s airport system.
